HDMI TV / USB Web Cam Feed

Hi, just wanted to know if it would be possible to receive a feed from a source such as gaming device / cable using a usb/hdmi converter example :(HDMI Capture,HDMI to USB 3.0,Full HD 1080P Live Video Capture Game Capture Recording Box)  then have it displayed using DigitalSignage ext/app/capture component

Is it also possible to receive a webcam feed ?
