As per the specs that i have seen it has 1 GB RAM which might be an issue. As far as Windows10 is concerned i think it is not any scaled version.. I have not used so i cant confirm

the other issue might be that there is no bios boot on power eg if the phone goes off for some reason there would be no way of remotley switching it back on again without a physical press on the power button

I am using CYCLONE portable Windows mini PC Dongle 2016 version and it runs smooth.
It has full windows 10 OS, 2GB RAM, 32GB Storage & Quad Core CPU.

It does run bit HOT and there is even bigger version available which I'm also testing and it has same specification as the dongle but runs bit cooler.

In my opinion and experience they are 200% better then any Android device out there because they behave & run like full PC because they have Full Windows 10 OS.

Yes you are right about auto start after power outage. It does need to be powered up manually.

Hi
We've tested at least 3 different sticks (both win8.1 and 10).
All of them have the same problem: lack of Daily Wake Up option in BIOS.
Performance is smooth ( in our opinion).
I have now tried the Intel stick and right from installation found it much more stable and no black screens. Continuing to test but looks promising as a player solution

Because I am so new to this I dont know what kind of a budget to set, I want cheap, but dont want to ask too rediculously cheap. Id say about 1000 AUD max maybe 1500? How would that sound? Shipping may also become an issue with certain parts.
