Photos get blurry when I try to create a scene.

I am trying to position a photo in a scene, but when I do, the wording gets blurry.  I have tried to resize the image to be the same as the original file, but not getting it to work.  Any suggestions?

Upon second look, the pixels of the photo (694x494) are actually bigger than the screen size of (700x600)  how can that be?

When you say screen size do you mean scene size? , The image cant go more than the scene size, recheck

To explain better.  My screen is 700x600 pixels and the original photo file is 694x494 pixels.  I wanted to make a scene for this photo, so when I placed it into the scene editor,  I manually put in the dimensions for the photo, but even as a smaller file size, its actually larger than the screen dimension.
