Yeah I agree the compatibilty between Android and Windows are a bit unclear. But, whatever device you have, it's in 99% just impossible to control a consumer television with a player in a way like giving it commands. Just check your television specs. It's probably possible that the tv will go in standby when a black screen is played for x period of time. Most tv's also go online again whenever content is played.
If you get a problem with your content after that (Android and Windows tends to freeze whenever a consumer display is turned off and on without the player being turned off and on after that), use a monitordetectkiller.com. This little device just makes the HDMI signal go one way only. That way the player doesn't know the television is turned off. Works great in combination with consumer displays

Ofcourse if you let the television feed the droid (most televisions have enough energy output over usb for that), you can control the television AND droid by letting the tv go offline and online on previous set times (some tv's have options for that in the menu).
