While the issue of new screen divisions being added do appear occasionally to go behind other elements as you have demonstrated in this video it is not the issue I am encountering. I do not have the opportunity to produce a video at this time, but will attempt to succinctly describe in clearer detail.
For instance. If I create a timeline with a single full screen division, populate it with a graphic, and send it to my station then that full screen graphic will display properly. If, however I return to edit that timeline by adding a second screen division, populate it with a label, and click 'bring to top' to ensure that it is going to be above the original full screen graphic, then send to my station with 'Save & Restart'. The full screen graphic will display. The label will not. Now to prove that the issue is not related to which layer is on top ... if I go back and delete the original screen division containing the full screen graphic, then 'Save & Restart' I still will not see my label.
The only way to see both the full screen graphic and the label appearing correctly is to create them at the same time using a fresh timeline. This makes it impossible to modify a timeline at a later date using additional screen divisions. I can always modify the existing screen divisions (change their order, size, and shape, content, etc.) but I cannot add a new division. Which is often the action that is needed.
Thank you for your video. The system does have a tendency to push new layers to be behind old ones even though they appear on top within the editor, but this is a separate problem. Thank you for looking into this.
