Digital Signage Over Broadcast Television?

Hello, I'm not totally sure what I'm looking for so thought I would ask for help here.

I'm looking for a way to modify a waiting room television so that it will occasionally scroll a message along the bottom of the screen.  Ideally, the television will function normally (change channel, volume, etc), and show all of the normally available channels.  But every 10 minutes or so, a message bar will appear over the bottom part of the screen, and a message will scroll across similar to the ticker messages you would see on a news channel.

Can anyone tell me if this is possible?  What hardware and software would you recommend?

It is possible. The hardware required will be A PC with a TV tuner card or you could buy from Mediasignage -mediabox-200 v2player with Live TV tuner card (http://www.digitalsignage.com/_html/mediabox_models.html)
You will have to open an account for the content management you could start off with free account on this site learn through the videos on how to go about.
