Limiting enduser access to shared resources

Hi
This may be a silly question, but is it possible to limit enduser access to the shared resources, or even to set up our own "private" shared resources folder?  The reason for asking is that our project will likely be rolled out on small low-cost Android tablets, which struggle to show some of the more complex swf files, etc.  Also, a lot of the content is completely irrelevant to our target usergroup.  Rather than let my users try those files and end up disappointed with the results, I would rather just limit their access to those resources we have approved and/or added ourselves.
