Apparently no one wants to answer you, so I will..
I think it's doable, at least, for the most part.. you would just have to design your own 'scene'. They have a bunch of pre-made weather scenes but none like what you're describing. Find the graphic you want for the map, put upload it into your resources, then go into your scene editor and create a new scene by clicking the plus sign on the left side. Put that map graphic in as the background in the scene...then drag and drop the "weather items" where you want them. To the right you can select "image" so it will show a graphic of the current condition. Or you can select temp, or day of the week.. whatever you want to show.
Then go into your timeline and add the "weather player" wherever you want your weather widget scene to show, and then drag the scene you just created into the player. When you double click the weather player, on the bottom right you'll see a few different tabs... one says "weather", and in that tab is where you can type in your zip code to get the correct forecast for your area.
Someone can correct me if I'm wrong.. just thought I'd try to help. As far as the whole Spanish thing, I have no clue about how to do that..
