Keep badgering ipctv - their work is brilliant. I did get some quotes which were higher than BluePonys listed prices on their site, but of a higher quality too. For us the prices were too high for some of our low end local ads, but we intend to use them for some station idents and similar.
The skill set isnt so different to basic Flash used in web design, so if you can find a keen freelancer who understands the principles (not just how to use the programs) you could get some good value results.
Try a search on YouTube for 'motion design showreel' and you will find some really talented people looking for freelance work.
