What is the difference between setting the monitor and station power saving schemes ?
Is it that with the monitor power saving scheme the monitor goes into standby mode,but the
CPU keeps running ?
With the station power saving scheme the CPU shuts off ? The TV or monitor if set properly
goes into standby mode ? Does the TV have to be connected to the media box through the VGA port
in the PC and in the TV to go into standby mode when the media box turns off ?
Would it operate the same if connected through the HDMI ports on both devices ?

You are correct on all counts.
And yes it works even in HDMI or DVI connection.

I am having the following issue regarding the powering on/off of the CPU and Monitor ( Sony Bravia ).
I set the computer to turn off through the Power savings option in the Media Signage Controller.
The monitor turns off after about 15 minutes every day.However, when the computer turns on the following
morning, the monitor ( TV ) remains off.
How can I set the system so the monitor ( TV ) turns on ?

You can't do that,because ( Sony Bravia )is a Commercial TV.
I have same problem with my LG 42LK430.I solved this problem with RS-232 port that exists on my TV.
