Does Online Player can play offline content everytime

Hi,
I have situation like, 
I have installed the player app on a desktop which connected to internet.
And I have copied the latest campaign data the player machine.

Now, I need the player to run contents  always from the local directory though it is connected to internet.

1. Is it possible?

Another situation,

2. Without the restarting the player, is it possible for the  player will play updated data?


Anybody has any idea how I can achieve these ?

Use a free local apache web server and point to external video as in http://127.0.0.1/your_video.flv

you can load dynamic data from RSS, custom swf and HTML sites (data that you modify that is)
